STAGES IN SITE SELECTION
1. Collate the results of the four independent site assessments. Prepare a one page summary of the results.
2. Review each constraint identified by the assessments and decide (a) if there is additional information available that would mitigate the constraint; (b) if the assessments have missed or underestimated any constraints; (c) if any constraints make particular sites unsuitable to be included in the site selection process, or if any of the proposals need to be modified; (d) if any conditions would need to be applied to a site's policy were it to be selected. Update the summary results.
3. Where applicable offer site proposers the opportunity to provide evidence that more complex constraints can be mitigated.
4. Establish a shortlist of sites to be reviewed for selection as allocated or reserve sites.
5. Decide the criteria that will be used to review sites for selection, based on relevant policies of the Neighbourhood and Local Plans. Give each criteria a weighting to reflect its relative importance based on policy importance.
6. For each criteria define a 1-5 rating system, where 5 represents the best performance against a criteria.
7. Rate each site against each criteria in an analytical and objective way, and give reasoning for each site's scoring.
8. Multiply all ratings by the relevant criteria weightings and add them up to give a total score for each site.
9. Rank the sites by their scores.
10. Select the sites that are suitable for development (ranked positively overall).
11. If any of the selected sites are located close to each other carry out a combined check on landscape impact. Based on the results of that, adjust the provisional selection list if necessary.
12. Work cooperatively with the proposers of selected sites to agree the conditions under which a site may be developed in future.
13. Prepare individual policies for each allocated and reserve site.
14. Confirm or modify the site selection based on responses to a formal public consultation.
